According to the order of the director of the Federal Air Service of Russia (FAS, nowadays The Civil Aviation State Service, GSGA) by 30.10.97 No233 the Moscow Regional Rescue and Search Base (MRPSB) had been founded on helidrome "Solntsevo", as Vzlet's division in 1998, to maintain Civil Aviation flights in Russia in case of emergency accidents.
The main goal of MRPSB is the search and rescue maintenance of civil aviation flights in the Central Russia. For this purpose twenty-four-hour duty of the helicopter Mi-8 and a rescue group consisting on two rescue-officers and doctor, have been organized at the helidrome "Solntsevo".
MRPSB rescue officers are experts in the following aspects:
- Search and rescue;
- Sky-diving, landing;
- First-medical care;
- Rescue and fire fighting;
- Diving.
The MRPSB is supplied with essential emergency equipment:
- means of landing from aircrafts;
- means of lifting the injured people into the helicopter;
- emergency care means;
- means of dissecting, sawing, shearing of aircraft fuselage, etc;
- respirators, aqualungs and other accessories.
In March of 1999 MRPSB rescue officers have been certified in compliance with "The Rules on certifying the emergency and rescue teams, rescue officers and training institutions in the territory of the Russian Federation", approved by the Emergency Situations State Committee of Russia by 27.09.93. As a result the certificate for performing search and rescue operations and fire-prevention activities No 12-000-0069 by the March 19-th, 1999 has been entrusted to the MRPSB by the Central Certifying Commission of the Russian Federal Air Service. The comprehensive examination within the qualification "International Degree Rescue officer" took place in the Vzlet's territory by the May 24-th, 2001. The license No 000115 for implementing the flights for rendering the medical assistance to population had been entrusted by the Ministry for Transport of the Russian Federation to "Vzlet" by the July 1-st, 2001.
Nowadays the MRPSB is a fast-response mobile emergency and rescue division which is capable to render the effective assistance both to the persons damaged in the air-catastrophes and to persons suffered in railway and car accidents, in the cases of inundations, forest fires and other emergency situations, etc. Helicopter allows to arrive to an occurrence location within the shortest period, to deliver the rescue-officers and any load to injured people independent on a character of territorial surface (forest, water surface, mountains, building roofs, ship decks, etc.) and to evacuate injured people from any surface. If it is necessary all kinds of work can be made without landing of the rescue-helicopter.
